Vinyl flooring offers waterproof options

For vinyl flooring to be completely waterproof, it needs to have a core material made of either 100% vinyl, wood plastic composite (WPC), or stone plastic composite (WPC). These materials need no underlayment to maintain imperviousness to water, either from above or beneath.

Sometimes luxury vinyl tile (LVT flooring) or luxury vinyl plank flooring (LVP) has an underlayment already attached to the flooring, so it is not necessary. If you are installing over below-grade tile or an existing vinyl floor covering that is cushion-backed, you won't need it.  Every other application will require an underlayment, especially if you are installing over concrete or existing hardwood floors.
